Custom systems for public institutions.

When a ministry, agency, or programme needs a system that does not fit any of our existing platforms, we design and build it from scratch. We take on workflow systems, integration layers, registries, regulatory tools, and the connective software between legacy systems that no off-the-shelf product covers.

What we deliver

  • Requirements analysis with the ministry's operational and technical leads, producing a documented specification before code is written.
  • System design and build on a modern engineering stack, with security and data-protection requirements treated as primary specifications.
  • Integration with existing state systems, federal registries, and partner platforms where required.
  • Training and handover to the institution's nominated team, with documentation, source code, and operational runbooks.
  • Operations support on an optional basis after handover, scoped to a defined service level.

Strategy work that sits upstream of any build.

Strategy work that sits upstream of any build. We help public institutions think clearly about digital strategy, data governance, and the regulatory architecture of service delivery, before the procurement is written and the vendor is chosen.

What we deliver

  • Digital readiness assessments for ministries, agencies, and programmes. Covers systems, data, processes, and operational capacity.
  • Data governance frameworks: ownership, residency, access, retention, audit, and inter-agency sharing on terms a state can defend.
  • Procurement specifications drafted to attract serious vendors and screen out the ones who cannot deliver.

DELIVERY
Programme management

Running technology programmes to completion.

Public-sector technology programmes fail at a predictable rate, and they fail for predictable reasons: large budgets, fragmented stakeholders, weak operational discipline, and vendors with limited skin in the game. We take on programme management for state and federal technology initiatives whether the build is being done by us, by another vendor, or by a mixed team. Our job is to land the programme.

What we deliver

  • Programme governance: defined decision rights, escalation paths, and committee structures appropriate to public-sector accountability.
  • Vendor management: contracting, performance review, and where necessary, removal of vendors who are not delivering.
  • Milestone tracking against the agreed plan, with weekly operational reporting and monthly executive summaries.
  • Risk management: identification, mitigation, and escalation of operational, technical, financial, and political risk.
  • Executive reporting to the Commissioner, the Permanent Secretary, the funding committee, and the donor, in the format each requires.
